The Paradigm Leadership Support Initiative (PLSI) is pleased to announce an exciting opportunity to join our growing team as a Senior Program Officer for our Climate and Energy Accountability Program.
PLSI is committed to strengthening public sector accountability, promoting evidence-based policymaking, and empowering citizens to demand transparency in governance. As we expand our work in climate governance and energy transition, we seek a highly motivated professional with strong analytical, program management, and stakeholder engagement experience to lead this strategic portfolio.
Program Goal
To improve efficiency and effectiveness in the implementation of climate change and energy transition policies and programs at the national and subnational levels—ensuring that intended policy objectives deliver real and measurable impact for citizens.
Key Program Objectives
The Climate & Energy Accountability Program is designed to:

Support civic and media actors with relevant data, tools, and insights to advocate for accountability in the implementation of climate change and energy transition policies nationwide.

Provide policy makers at the national and subnational levels with feasible, evidence-based policy options through high-quality research, analytical reports, and policy briefs that strengthen the implementation of climate and energy programs.

Strengthen the capacity of auditors and legislators to effectively audit, track, and enhance accountability mechanisms around climate change and energy transition initiatives.
Role Summary
The Senior Program Officer will play a pivotal role in designing, coordinating, and implementing program activities that foster accountability within Nigeria’s evolving climate and energy landscape. The ideal candidate will combine strong research skills with an ability to engage governmental institutions, civil society, the media, and development partners.
Responsibilities (high-level)

Lead the development and delivery of program strategies, work plans, research outputs, and accountability tools.

Conduct and supervise evidence-based analyses of climate and energy transition policies and public spending.

Coordinate stakeholder engagement with CSOs, journalists, policy actors, and oversight institutions.

Facilitate capacity-building workshops for auditors, legislators, and civic actors.

Prepare high-quality reports, policy briefs, and communication materials.

Support fundraising, reporting, and partnerships related to the program.
Who Should Apply

Strong backgrounds in public policy, climate governance, environmental science, energy transition, public finance, or related fields.

Experience working on accountability, governance, or climate/energy policy programs.

Excellent analytical, communication, and stakeholder-management skills.
