Data Analyst

Background
Established in 2016, Paradigm Leadership Support Initiative (PLSI) is a civic organization promoting citizen participation in Nigerian public audit to foster public accountability, good governance and development of rural communities. PLSI is seeking data analysts to work on its “Value for Money” project.
PLSI work to increase civic activity around public audit data in Nigeria. The organization strives to ensure citizens engage with public officials and elected representatives using audit data to demand accountability and improved service delivery in their respective communities.
Objective
Analyze and summarize 2016 performance audit and other select audit of capital spending contained in the 2016 audit report of the federation.
Scope of work
Data analyst will be responsible for the following:
- To analyze performance audit segment of 2016 audit report of the federation with focus on inefficient and ineffective utilization of public funds.
- To analyze other audited spending on developmental capital projects as contained in the 2016 audit reports
Duties and Responsibilities
To achieve the objective stated above, the data analyst will perform the following tasks:
- Examine capital projects audited in ministries, departments and agencies through various data sets in the performance audit segment as well as other areas of audit in the 2016 audit report of the federation.
- Examine developmental capital projects in health, education, water and infrastructure audited in the 2016 audit report of the federation.
- Examine trends in lack of efficiency, effectiveness and economy in the utilization of funds paid out to contractors vis-à-vis Auditor-General’s comment.
- Work with PLSI Program Manager to ensure all required and necessary data are combed and analyzed.
- Summarize observations and comments of auditor-general on audited projects examined.
- Create a single view spread sheet of analyzed data of 2016 audit report of the federation.
- Obtain a final sign off from PLSI
- Prepare the electronic files
- Submit all final files to PLSI on CD-Rom
Duration of Assignment
Contractor is expected to work 15 days during the period from 14th July to 29th July 2018.
Deliverables
- Preparation of draft spreadsheet of analyzed data of audited capital (developmental and administrative) spending in 2016 audit report of the federation.
- Final draft of spreadsheet of analyzed data of audited capital (developmental and administrative) spending in 2016 audit report of the federation reflecting comments by PLSI.
Institutional Setting and Reporting Mechanism
The contractor will be contracted by PLSI and shall report to the Executive Director while working very closely with the Program Manager. The contractor may be provided with office space if required and will receive necessary support from the Program Manager.
Duty Station
The contractor will be based in Nigeria.
Required Skills and Experience
- At least a University degree in science, social science or other related fields
- Evidence of previous work done
- Experience with Microsoft office application
- Ability to prioritize and deliver a variety of task on time
- Ability to plan for and produce quality result in meeting deadline
- Good written and communication skills
Payment Modality
PLSI standard of payment is the output-based lump-sum scheme and the payment will be made upon completion of the tasks as agreed at the time of signing the contract.
