Background
Established in 2016, Paradigm Leadership Support Initiative (PLSI) is a civic organization promoting citizens’ participation in Nigerian public audit to foster accountability, good governance and development of rural communities.
PLSI work to increase civic activity around public audit and other fiscal data in Nigeria. The organization strives to increase citizens engagement with public officials and elected representatives using audit, Payments to Government and other fiscal data to demand accountability and improved service delivery in their respective communities.
PLSI is seeking data analysts to work on its “Value for Money” project with the following objectives:
- To review and analyze taxes not remitted to the federation account by ministries, departments and agencies of government with a view to highlight cost of weak fiscal regulations and poor implementation monitoring to increased revenue and improved quality of life for citizens.
- To review, analyze and highlight payments to Nigerian government entities by international oil companies between 2015 and 2018 and highlight thirty (30) payments cases focusing on Niger Delta Development Commission (NDDC), Nigeria National Petroleum Corporation (NNPC), Federal Inland Revenue Service (FIRS), Department of Petroleum Resources (DPR) and Central Bank of Nigeria (CBN) from 2015 to 2018.
- To review 2016 Audit Report of the Federation, analyse and highlight key issues/irregularities as they concern specific ministries, departments and agencies of government bordering on efficiency, effectiveness and economy in the utilization of public funds for development projects/service delivery to citizens.
Interested applicants are required to review attached task categories namely Resource Benefits (extractive sector), Value for Money (service delivery) and Tax Dodging (fiscal responsibility).
Applicants are allowed to apply for either or all three categories. Please note that tailored details are included in each of the terms of reference below.
