CALL FOR PFM CONSULTANT

Background
Established in 2016, Paradigm Leadership Support Initiative (PLSI) is a civic fostering accountability in Nigeria. PLSI is seeking a public finance management consultant/professional to work on its “Strengthen Public Audit Practices and Accountability at the State Level in Nigeria” project.
Objective
The objectives of the consultancy are to adapt developed audit manuals (financial, compliance and performance) for use by the states, build the capacity of states in performance audit, support hands-on experience in performance audit, guide the states in the selection of pilot audit topics and supervise the execution of pilot audit. PLSI will provide support to the PFM Specialists in the facilitation of the Training Workshop for relevant government officials across the five partner States.
Scope of Assignment/Responsibilities
Working under the overall guidance of the Executive Director for PLSI, the consultant shall:
- Review existing performance audit manuals for five states and adapt newly developed performance audit manuals for use.
- Execute the workshop activities on performance audit in line with the activity design and objectives.
- Equip participants with requisite skills for carrying out a performance audit.
- Build the analytical and reporting skills of the participants.
- Practical/walkthrough sessions on a performance audit.
- Support hands-on experience on performance audits of the participants.
- Guide participants in the selection of pilot audit topics
- Provide participants with necessary support in the execution of pilot audit
- Generate a report on the workshop activities.
Duration of Assignment
The Consultant is expected to work for 60 days during the period from Tuesday 11th April 2023 to Tuesday 11th July 2023.
Deliverables
The Consultant will be expected to deliver the following deliverables that are technically acceptable to PLSI, including review and feedback followed up by timely responses from the Consultant.
- Adapted Performance Audit Manuals for each of the five states.
- Training materials, including power point presentation slides and handouts.
- Virtual and In-person facilitation of training sessions.
- Training and Supervision Report, using a template provided by PLSI, to be submitted to the Executive Director.
Institutional Setting and Reporting Mechanism
The Consultant will be contracted by PLSI and shall report to the Executive Director. The Consultant may be provided with office space if required and will receive necessary support from PLSI.
Duty Station
The Consultant will be based in Nigeria.
Required Skills and Experience
- Minimum of Master’s degree in Accounting, Finance, Economics, Public Administration, or other relevant fields.
- Minimum of 10 years of work experience in Performance Audit, Auditing, Public Financial Management, and/or as a Public Finance consultant.
- Strong oral and written communication skills with evidence of report-writing abilities and skills.
- Work experience in the Development Sector is desirable.
- Very strong ICT skill set, especially in the use of PowerPoint, Microsoft word, and others in the Microsoft suite.
- Good team player and highly organized with strong planning, coordinating, and time management skills.
- Membership in an accounting professional body (ACCA, ICAN) is desirable.
- At least 10 years of work experience as an Accountant required.
